Gibraltar Barbary Macaque Monkey Ape

It seems that despite the worldwide public outcry and condemnation, the Gibraltar Government's cull of  famous Barbary Macaques has been continuing in secret.

When asked in Parliament the Minister signing the monkey's death warrants, Ernest Britto, refused to say how many of the rare and sensient animals he had condemned by signing licenses allowing their killing.

Gibraltar has a small Barbary Macaque population of just over 200 monkeys in total (Possibly less now?)
This isn't a huge gene pool and any reduction in numbers could cause genetic problems in future generations.

Press statement by the opposition coalition

The Opposition considers that the decision by Minister Ernest Britto not to provide the information on the number of apes killed under licences granted by him is a shameful indictment of the GSD Government.

This is an issue on which there is a clear partisan division, with the GSD insisting on killing apes because they have not been successful in managing the problem of the growing ape population and the Opposition being firmly on the side of better management of the ape population.

The Minister's answers to the Parliament belie the fact that clearly the GSD government has authorised the killing of a number of apes since the matter was last debated in the Parliament.

Commenting on the matter, Shadow Environment Minister Fabian Picardo said:

"Given that the GSD have gone ahead with the killing of apes in the face of both national and international protest, it is really quite unacceptable for Minister Britto not to confirm the number of licences he has signed for the killing of apes.

This is a very serious issue affecting the killing of sensient mammals simply because the GSD have not known how to deal with this issue more effectively. The minister should not be seeking to hide behind ‘secrecy’ and purported ‘national interest’ (which is actually just his own interest) to avoid providing the public with the information on the number of apes he has licenced the killing of."

    Just want to say that ive been in contact with Helen Thirlway from the IPPL Since this thing started and after reading this article this morning i was disgusted and have emailed her again today. Hopefully i will have a response from her tomorrow. The Government can NOT keep doing this but if the Gibraltarian public doesn't voice their opinions the Government will carry on thinking that they are doing nothing wrong. PLEASE HELP US, SHOW THEM WE CARE. WE NEED TO STOP THIS HAPPENING

Gibraltar's tax regime must be considered as Gibraltar's only and not as a part of the U.K.'s, the Court of First Instance said.

The court ruling means Gibraltar won't have to match U.K. tax rates and it won't lose the fiscal independence that is key to its ability to attract businesses seeking favorable tax treatment within a sovereign British territory.

Gibraltar has become popular with many insurers and gambling operators registering their companies here. Spain has closely watched this case, even intervening in the hearing, out of concern for its special tax regimes in certain regions of the country.

The commission investigated the Gibraltar tax reforms after the U.K. notified it in 2002 of Gibraltar's plans. Gibraltar is seen as part of the U.K. for the purposes of E.U. membership.

“Gibraltar Governments hails comprehensive victory in the EU tax case as huge for Gibraltar, economically, socially, politically and constitutionally”.


The Government of Gibraltar is over joyed at the outcome of the EU State Aid Case. The Court has found in Gibraltar’s favour and has accepted our arguments on each and every issue, relating both to regional selectivity and material selectivity, and has ordered the commission to pay the Gibraltar Government’s legal costs.


On Material Selectivity, the court has found that the Commission were wrong to declare Gibraltar’s proposed and notified tax scheme (i.e. payroll tax, plus property tax, subject to a cap of 15% of profit) to be in breach of the EU State Aid Rules.


On Regional Selectivity, the Court has correctly understood and applied Gibraltar’s Constitutional Status and relationship with the UK, and has therefore dismissed the EU Commission’s case, which was based on the false proposition that, for EU State Aid purposes, Gibraltar is merely a region of the UK and thus is not entitled to have its own tax system different to that of the UK.


Although we are delighted to have won on both counts, Regional Selectivity was the overriding and crucial issue for Gibraltar because without our ability to devise and implement our own tax regime, Gibraltar’s economy, and thus our social and political model, could not have survived. This would have respresented a massive political, economic and social blow for Gibraltar.


This needs to be clearly understood. Had Gibraltar lost the Regional Selectivity case, we would have had to adopt the UK’s company tax system and company tax rates. That would result in the bulk, if not all, of the finance centre and gambling companies leaving Gibraltar. That would have meant the loss of thousands of jobs throughout our economy, and a very large fall in Government revenue. This in turn would have rendered unsustainable our current level of public services and public sector employment.


“This is a huge and vital victory for Gibraltar. A threat to our economic, social, and thus political well being, has, once again, been successfully seen off. I believe that the economy of Gibraltar now has the opportunity to forge ahead to the next level of growth and development, to fulfil its great potential and thus to guarantee that we shall bequeath economic and social prosperity and stability to our children, grand children and future generations.


Once again, this small community has demonstrated that, when right is on our side, and we hold our nerve and we behave reasonably and intelligently, we have the ability and determination to defend our rights and interests as a people, even when they are challenged by more powerful entities and forces.


On behalf of the people of Gibraltar, I wish to thank all those companies in the financial services and gambling sectors and other sectors of the economy that have had the faith and confidence in us to stay with Gibraltar during these difficult and uncertain times.

The threat that Gibraltar has faced cannot be understated, nor therefore, can the importance of this victory to Gibraltar and its people and our future. In recognition of this fact, and in celebration of Gibraltar’s success, I declare Monday the 5th January 2009 to be a Public Holiday.

Gib ElecLast nights power cuts were due to a faulty pump.

Gib Elec has issued this Press Release.

The Gibraltar Electricity Authority (GEA) regrets any inconvenience caused as the result of the power failure which affected various districts last night. At approximately 8 pm No 5 engine at OESCO suffered a fuel pump failure during peak demand. This caused various feeders to be tripped manually to prevent a total black out. At 11 pm GEA engineers were able to restore electrical supplies to all areas.

Parts of Gibraltar’s western coastline suffered oil pollution yesterday morning following an incident during Saturday night’s heavy weather at the refinery in Algeciras involving a British merchant vessel, ROPAX ONE, and the refinery mono-buoy.


The incident was confirmed by Algeciras Port by telephone to the Gibraltar Port Authority (GPA) at mid-day yesterday. It is understood that the release of oil was due to damage to the mono-buoy or associated pipeline.


As soon as the oil was detected, the GPA mobilised its resources primarily to deal with the oil in the Ocean Village Marina, one of the worst affected areas, and to remove the small quantities of oil from the beaches. It would appear that the majority of oil has been driven by the wind into Ocean Village. Sea and weather conditions at the time prevented the deployment of booms and limited the response options.


Yesterday morning, officials from the GPA inspected Western Beach, Little Bay, Camp Bay and Rosia Bay. There was a small quantity of oil along the tide line of Western Beach. There was also a small quantity of oil on the beach at Camp Bay. At Little Bay there was a small quantity of oil on the beach and adjacent to the water intakes. Oil could be seen in the breaking waves and there was an area of sheen off shore. At Rosia Bay there was a small oil slick (approx 3 metres diameter) and oily sheen.


The oil was subsequently removed from Western Beach and Camp Bay. It has not been possible to make any progress at Little Bay due to prevailing conditions.

The clean-up operation will continue today.
