Pascal Chimbonda has signed a three-year contract at the Stadium of Light after the two clubs agreed an undisclosed fee for the player.
Chimbonda (29), signed for Spurs in August 2006 from Wigan Athletic for £4.5million.
He follows team mate Teemu Tainio's in moving from White Hart Lane to the north east.
Sunderland manager Roy Keane said: "He'll give us more options at the back, creating more competition for places there, so all-in-all it is a fantastic signing for us."

Chimbonda began his career with Le Havre. Then moved to Bastia before he was signed by the then Wigan manager Paul Jewell for £500,000 in July 2005.
Chimbonda has been capped once by France, he went on to make 97 appearances for Spurs before his move to the Stadium of Light.
